PUK's Strong Standing Makes Sulaymaniyah Centre for Political Decision-Making

Sulaymaniyah has increasingly emerged as a significant political and decision-making centre within Iraq, playing an influential role not only in the Kurdistan Region and Iraq, but also in broader regional political dynamics. The city’s growing prominence is reflected in the frequent visits of heads of state, international delegations, ambassadors, and consular representatives, which are widely seen as evidence of its political weight.
A Key Role in Political Decision-Making
Sulaymaniyah’s importance stems from the strong standing of the Patriotic Union of Kurdistan (PUK), the diversity of its political landscape, and the relative openness of its political environment. These factors have contributed to positioning the city as an active hub in shaping key political developments in both Iraq and the wider region.
Srwa Mohammed, rapporteur of the PUK parliamentary bloc in the Iraqi parliament, told PUKMEDIA that Sulaymaniyah has become an influential political centre due to the strength of the PUK, political initiatives led by PUK President Bafel Jalal Talabani, and the prevailing climate of pluralism and freedom of expression.
She stated that the presence of international delegations, ambassadors, and senior officials demonstrates the city’s political significance, adding that Sulaymaniyah has become a key reference point in political decision-making processes affecting Kurdistan, Iraq, and the wider region.
Political Environment and Historical Influence
The strong standing of the PUK, the multi-party environment, and the prevailing political diversity in Sulaymaniyah are widely regarded as the outcome of the late President Mam Jalal’s political approach, often referred to as the “rose bouquet” policy. This approach contributed to transforming the city into an important centre for political decision-making and a focal point of international attention.
Asos Ali, a lawmaker of the PUK in the Iraqi Parliament, also told PUKMEDIA that the city’s pluralistic political system is rooted in the policies of the late President Mam Jalal, which helped establish a culture of democracy, free expression, and political diversity.
He noted that this multi-party environment has made it difficult for major political decisions in Iraq and the Kurdistan Region to be taken without considering Sulaymaniyah’s position, effectively reinforcing its role as a centre of political influence.
Ali further added that the city’s political importance is linked to long-standing regional and international relationships established by the PUK leadership, which have strengthened over time. He said this has contributed to making Sulaymaniyah a focal point for regional and international engagement and a key actor in Iraq’s political process.
In a recent development, PUK President Bafel Jalal Talabani received Iraq’s Prime Minister-designate Ali al-Zaidi in Sulaymaniyah on 2 May 2026. During the meeting, Zaidi expressed his appreciation for the city’s political role and thanked the PUK leadership for its support, stressing continued coordination in forming the new Iraqi government.
