The Kurdish prime minister has appointed some advisors for himself and has given them a lot of power within the ministries, according to Shalaw Ali Askari, an executive member of the Political Bureau of the Patriotic Union of Kurdistan (PUK), who stated: "This is a government within the government."
 
The Political Bureau Executive Member said during a TV program on Rudaw: "The PUK has given 23,000 martyrs to have a united Kurdistani entity, not two or three entities."He also observes that the political and governance situation in the Kurdistan Region is challenging and unpleasant, and that division prevails over compromise.

The PUK-KDP relationship is on the verge of starting a civil war
Askari believes that the PUK and the Kurdistan Democratic Party (KDP) have bad political ties and that "The relationship between the PUK and KDP is on the verge of starting a civil war, has not yet reached the use of weapons, but is not far from reaching that level."
 
"The essence of the conflicts is due to the neglect of political agreements in Kurdistan." "A coalition government between the government and the parties has not been formed; instead, the government was formed within the parties themselves," he said.
The agreements have not been implemented
In the government, there is a strained relationship between the PUK and KDP teams, and the agreements have been disregarded.
 
Askari accuses the KDP and says, "I accuse the KDP of not putting the terms of the agreement on which the government was constituted into effect." "We discovered that this coalition government did not carry out the agreements reached between the Political Bureaus of the PUK and the KDP."
Ministers are denied authority in this government
The KDP team in the government has restricted ministers' authority due to political conflicts, which have led to speculation about establishing two administrations in the Kurdistan Region.
 
"The PUK has sacrificed 23,000 martyrs for a single, united Kurdistani entity, not two or three entities; our martyrs did not shed their blood to have two or three administrations," Askari remarked.
 
"At the very beginning of the formation of the government, the prime minister appointed some advisors, took back a lot of power from the ministries, and gave it to his advisors, who are a government within the government," he continued.
The division is much more than rapprochement
Askari, who was a member of the negotiating committee with the KDP, complained to Mr. Masoud that if Mam Jalal were still alive, he would have sacrificed the PUK for the KDP, and instead of holding meetings with us, he would have held meetings with the KDP, but Mr. Masoud did not do that.
