PUK New Generation Movement

The Patriotic Union of Kurdistan (PUK) and the New Generation Movement signed the “Balance and Prosperity Agreement” on Thursday evening, 2 July 2026.

The agreement was signed by Bafel Jalal Talabani, President of the PUK, and Shaswar Abdulwahid, President of the New Generation Movement. It aims to improve living standards for the people of Kurdistan and restore the balance of power across the Kurdistan Region.

Following the signing of the agreement, Bafel Jalal Talabani, President of the Patriotic Union of Kurdistan (PUK), and Shaswar Abdulwahid, President of the New Generation Movement, described it as a “historic” agreement, saying its primary aim is to serve the people of the Kurdistan Region and Iraq while ushering in a new approach to governance.

Both leaders stressed that a new political phase has begun, arguing that neutrality is no longer an option.

Addressing the ceremony, Abdulwahid described the agreement as “a historic day for the Kurdish people”, stressing that the alliance is not directed against any individual or political party.

He extended an open invitation to other political parties to join the alliance, while criticising those that have remained neutral. He said neutrality meant failing to take a clear position, adding that political parties must respond to the difficult circumstances facing the people.

Abdulwahid said the alliance was established first and foremost to serve the people of Kurdistan, welcoming any political force willing to join the initiative. He also thanked President Bafel Jalal Talabani for his efforts in bringing the agreement to fruition, declaring that the era of corruption and fear had come to an end.

‘Today Is a New Day for Kurdistan’

In his address, President Bafel reaffirmed the alliance’s commitment to delivering on its promises and addressing the challenges facing young people, declaring that “today is a new day for Kurdistan.”

He said the shared objective of the PUK and the New Generation Movement is to provide better services to the people, stressing that continued shortcomings in public services are no longer acceptable.

Addressing the public, President Bafel said the people of Iraq and the Kurdistan Region should expect a different political approach from today onwards.

He also criticised the performance of the current Kurdistan Regional Government, arguing that governments cannot be sustained through fear and corruption, but ultimately collapse because of them. He said the government had made numerous strategic mistakes since the post-referendum period and maintained that the PUK had been the only political force capable of protecting the people from a range of challenges.

President Bafel also confirmed that the alliance remains open to other political parties, including the Kurdistan Democratic Party (KDP). However, he said any future partnership must be based on acknowledging past mistakes, stressing that political parties exist to serve the people—not the other way round.

Concluding his remarks, President Bafel expressed confidence in the alliance’s future, stating:

“Today, our alliance stands as the leading political force across the Kurdistan Region, Iraq and all four parts of Kurdistan.”

He also thanked all those who have worked towards strengthening Kurdish unity and supported efforts to foster greater cooperation among Kurdish political forces.
