Iraqi Communications Commission Introduces New Regulations for Content Creators

The Communications and Media Commission in Iraq has announced new regulations aimed at digital content creators. The new rules, designed to regulate digital content and advertising on social media platforms, will impose annual registration fees on influencers based on the size of their following.
Spokesperson Haider Najm al-Alaq explained that the regulation's primary goal is to ensure transparency, credibility, and the protection of society from unprofessional advertising and promotional practices. It will apply to bloggers, influencers, and public figures with a significant media or social media following.
The regulation aims to align media content with Iraqi laws, protect against misleading ads, and promote a responsible digital media culture. It also guarantees consumer access to reliable content and supports the protection of vulnerable groups such as women, children, and those with special needs.
Annual registration fees will be based on followers, ranging from 250,000 to 1,000,000 Iraqi dinars, depending on the number of followers. The Commission plans to implement the regulations with clear monitoring mechanisms and offer legal registration opportunities for content creators.
The fees are as follows:
More than 5 million followers: 1,000,000 Iraqi dinars annually.
From 3 to 5 million followers: 850,000 Iraqi dinars annually.
From 1 to 3 million followers: 650,000 Iraqi dinars annually.
From 500,000 to 1 million followers: 450,000 Iraqi dinars annually.
From 100,000 to 500,000 followers: 250,000–350,000 Iraqi dinars annually.
Al-Alaq emphasised that the regulations aim to maintain national sovereignty, prevent harmful content, support security efforts, and ensure the right of reply for individuals harmed by digital content.
