PM al-Sudani & Iraqi Parliament Leaders Discuss Amendments to Federal Budget Law

The Federal Prime Minister, Mohammed Shia' al-Sudani, met with the heads of parliamentary blocs, with the Speaker of the Iraqi parliament, Mahmoud al-Mashhadani, present, to discuss the latest amendments to the budget law.
According to the Prime Minister's media office, al-Sudani hosted a meeting at the Government Palace with the heads of parliamentary blocs, along with the Speaker and his deputies. The meeting reviewed the progress of implementing the government programme, stressing the importance of supporting governmental efforts in completing service and economic projects that directly affect the lives of citizens. The discussion also focused on enhancing cooperation between the legislative and executive branches to achieve development goals and priorities.
The PM's media office wrote: "Given the crucial role of the Federal General Budget Law in fulfilling the commitments set out in the government programme, and in a way that serves the national interest, the latest amendment proposed by the government was discussed. The PM reaffirmed the government's commitment to this amendment, which addresses the cost of producing a barrel of oil. This amendment was approved by the Council of Ministers during its 45th session on November 5. It was confirmed in the letter from the government representative to the Iraqi parliament, No. 15, sent on January 23, which mirrors the draft voted on by the Parliamentary Finance Committee."
The PM stressed the necessity for the Iraqi parliament to approve this amendment without alteration in order to complete the development plans, in line with Iraq's economic interests and the vision outlined in the government programme, which has been endorsed by the parliament.
The Speaker of the Iraqi parliament, his deputies, and the heads of the parliamentary blocs expressed their support for adopting the government's proposed amendments to the Federal Budget Law. They emphasised that the government's plans and programmes would be backed to serve the best interests of the Iraqi people.
Finance Committee Approves AmendmentDr. Narmin Marouf, a member of the Parliamentary Finance Committee, told PUKMEDIA that during the meeting, the heads of the parliamentary blocs agreed with the PM on the importance of passing the amendment to Article 12 of the budget, and it is anticipated that this amendment will be voted on next week.
She added: "As per the amendment, the actual value for the production and transportation of oil from the Kurdistan Region has been set at $16 per barrel. This amount will be given as an advance to the Kurdistan Region until the actual cost of oil production and transportation from each field in the Kurdistan Region is determined separately by the relevant advisory bodies within 60 days of the implementation of the Federal General Budget Law."
On November 5, 2024, the Council of Ministers approved the proposal to amend paragraph (c) of the second section of Article 12 of the Triennial Budget Law No. 13 of 2023, setting the average actual cost of production and transportation of oil from the Kurdistan Region at 16 dollars per barrel.
