The first awards ceremony for the martyr Captain Mohammed Latif's annual award took place on Monday, December 4, 2023. 

The event was attended by the Deputy Prime Minister of the Kurdistan Region, Qubad Talabani, Iraqi First Lady Shanaz Ibrahim Ahmed, and the late Captain Mohammed Latif's family, friends, and colleagues. The ceremony was held under the theme of no honor in femicide.

The ceremony began with a moment of silence for the souls of the martyrs, and then a short video was displayed on how Captain Mohammed Latif was martyred, and several people were given awards and shields of honor for their efforts in combating violence against women and families and in arresting those who commit such crimes.

Shokhan Sharif, wife of the late Captain Mohammed Latif, said in a speech: "We are pleased that devoted people, such as Iraqi First Lady Shanaz and Deputy Prime Minister Qubad Talabani, have been supporting us since the beginning of Captain Mohammed's martyrdom. They have diligently worked towards bringing the perpetrators to justice and have assured us of the rule of law."

"As the family of Captain Mohammed, we firmly adhere to our belief in God and the principles of the rule of law. We have refused any form of tribal reconciliation," she said. 

"We are deeply honored that Captain Mohammed has been recognized as the first martyr who sacrificed his life in the pursuit of safeguarding familial security. Every individual proudly utters the name of this martyr," she added.
 
Fenik Shafiq, Director General of the Directorate for Combating Violence Against Women and Families, delivered a speech and said: "On the second anniversary of Captain Mohammed Latif's martyrdom, we honor his memory and express gratitude to Deputy Prime Minister Qubad Talabani for his consistent support of women's rights and their rightful demands, and it was Deputy Prime Minister Talabani who proposed the idea of presenting the martyr Lieutenant Mohammed Latif award."

During the ceremony, honor shields were presented to Aram Qadir Hama Saeed, an infantry police officer; Akam Hidayat Abdullah, the former Director General for Combating Violence Against Women and Families; and Brigadier Sarkawt Omar, the Director of Combating Violence Against Women. 

Then, Deputy Prime Minister Qubad Talabani presented the exemplary award to Fadhil Fakhir, Brigadier of the Directorate for Combating Violence Against Women and Families in Duhok.

On the evening of Saturday, December 4, 2021, a fugitive man faced the law enforcement personnel of the Police Directorate for Combating Violence Against Women in Sulaymaniyah. Consequently, Captain Mohammed Latif was fatally wounded, while three other policemen sustained injuries. Subsequently, the perpetrators escaped from the scene.

Qubad Talabani, along with Hiwa Ahmed, the General Director of the Asayish Directorate of Sulaymaniyah, visited Captain Mohammed Latif's family on April 12, 2022, and informed them that the three murderers had been apprehended.

Talabani stated that because they had already fulfilled their pledge to apprehend the murderers, they would continue to closely monitor the case until its conclusion and ensure that the murderers were duly punished.
