Talar Latif, head of the Legal Affairs Center in the Patriotic Union of Kurdistan, told PUKmedia that the draft of the decentralization project in the Kurdistan Region is ready.

"The draft decentralization project consists of 11 articles and many paragraphs related to governorate administration in the Kurdistan Region."

"The decentralization project aims to stabilize administrative decentralization, distribute powers, divide tasks and responsibilities, remove routine, and speed up the completion of citizens ’transactions," Latif said.

She explained that the decentralization project also aims to transfer administrative, financial, technical, and legal powers from ministries, institutions, and central councils to administrative departments and units in the governorates, and to ensure the distribution of imports between governorates and independent administrative units in the governorates on the basis of justice and merit.

Sulaymaniyah Provincial Council formed a committee in May 2020 to begin the administrative decentralization from the KRG's government in Erbil.

Its supporters believe Sulaymaniyah Governorate is rich with natural resources and can therefore stand on its own without waiting for Erbil to pay public sector salaries and provide services.

The Kurdistan Regional Government in the past year delayed and cut salaries resulted in many supporting the idea of decentralization.
