The letter said "31 years ago, the Baathist regime, the fascist and dictatorship, bombed the heroic city of Halabja with chemical weapons and during a short period of time 5000 thousand Kurds were martyred and many many more got injured. On this solemn anniversary, we bow to the martyrs of the Halabja chemical bombing and call on everyone to provide services to Halabja and its people."

The letter added "The Baathist dictatorial regime did not stop and tried by all means to cleanse and eliminate the Kurdish people and for that cause it brutally committed the crime of Anfal, chemical bombardment, Arabization, mutilation, deportation, arrest, torture, execution and murder against the Kurdish people and its legitimate struggle, but the people's struggle continued until the Baathist regime was eliminated in the spring of 1991 and then in 2003."

"Today in which Halabja is the capital of peace for the Kurdistan region and steps to make it a province, it is our duty of the political forces and parties to be one voice and one position to serve Halabja and make serious attempt to define these crimes as a genocide on the international level and compensate the affected people of the city.”
